Agricultural Land Rates

The agricultural land base rates for tax year 2022 payable in 2023 have been set by the Department of Local Government Finance at $1,500 per acre.

Assumed Business Name

Under Indiana Code 23-15-1-1, a Sole Proprietorship and General Partnership must file a "Certificate of Assumed Business Name" with the County Recorder of each county in which it has a place of business.

Annual Support Fees

Under Indiana Law (IC 33-37-5-6), the payer is required to remit an annual support fee of $55.00 to the Clerk. The fee helps cover the costs of servicing the payment account.  The Clerk cannot deduct the annual support fee from a child support payment.

When making the Annual Support payment - please include the ISETS case number or court cause number and "Annual Support Fee" on your payment.

Case Number

Your case number is your ISETS number. ISETS is Indiana Support Enforcement Tracking System. All correspondence and phone inquiries should include your ISETS number. This number can be located on the Support Check (for the payee) and on the Annual Support fee notification (for the payer).

Change of Address

If your address changes, we need to know! It is extremely important that we know the current name and address for both the payer and the payee. Contact this office as soon as possible with any change either by phone 219-866-4928 or mail.

Duties

Drainage 

The Jasper County Surveyor oversees all maintenance, construction and reconstruction work associated with regulated drains.  This work includes drain descriptions, maps, assessments, and in house minor repair on all county drains.  Jasper County has 1162 miles of county regulated drains.

Section Corner Perpetuation 

The Jasper County Surveyor must keep and maintain a corner record book showing original government section corners.  The Surveyor must check and reference at least 5% of all corners shown in the corner record book each year.

Certification to ABC 

Prior to the Indiana Alcoholic Beverage Commission issuing a new Alcoholic Beverage Permit in an unincorporated area, the County Surveyor must certify that the permit location is within a one mile radius of a settlement or group of residences in the unincorporated area that has been in place for one of the following: purchases, public meetings, as a community or neighborhood center.

Plan Commission 

The Jasper County Surveyor is a member of the County Plan Commission.  As a member of the Plan Commission, The Surveyor attends monthly meetings and makes decisions on subdivisions and planning. 

County Drainage Board 

The Jasper County Drainage Board meets once a month at 1:00 p.m. on the first Monday of the Month.  The County Surveyor serves as an ex-officio member of the Drainage Board.  In this capacity, the Surveyor is the technical authority on the construction, reconstruction, and maintenance of all regulated drains or proposed regulated drains in the county.

Private and Natural Drains 

The County Surveyor, through the Drainage Board, reviews complaints regarding obstructions within Private and Natural Drains.  When ordered by the Drainage Board, the Surveyor oversees the removal of any obstruction so as to restore proper drainage.

Inheritance Tax

For Individuals dying before January 1, 2013:

Inheritance Tax is calculated based on all assets owned by a person at the time of their death.  The current, state-prescribed forms must be submitted in the county where the decedent lived at the time of death.  Completed IH-14 forms are approved by and filed with the Assessor's office.  The Inheritance Tax return, Form IH-6, is due within 9 months from the date of death and should be filed with both the County Clerk's office and the Assessor's office.

The Assessor's office audits the Inheritance Tax returns and therefore cannot assist in the preparation of any Inheritance Tax documents.  Please consult an attorney or tax professional for assistance in completing the documents.

NOTICE - Inheritance Tax Repealed:

Indiana's inheritance tax was repealed for individuals dying after Dec. 31, 2012. No inheritance tax returns (Form IH-6 for Indiana residents and Form IH-12 for nonresidents) have to be prepared or filed. No tax has to be paid. In addition, no Consents to Transfer (Form IH-14) personal property or Notice of Intended Transfer of Checking Account (Form IH-19) are required for those dying after Dec. 31, 2012.

History

History of the County Surveyor's Office

The Land Ordinance of 1785, as adopted by the Continental Congress, signaled the commencement of the Rectangular Public Land Survey System as a means of dividing federally owned land for transfer of ownership to the public.  The first rectangular survey in the State of Indiana was performed by Israel Ludlow in 1797.  In 1834 and 1835, several surveyors divided what was to become Jasper County into the individual townships and ranges that are in use today.  It is this system which the Jasper County Surveyor's Office perpetually maintains to this day.
 
The Indiana Constitution of 1851 as amended in 1852 officially established the Office of County Surveyor as an elected office.  The length of the term was set at four years, but unlike many other County Offices, there is no limit to the number of terms that may be served.

Land Order

Indiana Code (specifically IC 6-1.1-4-13.6) requires the County Assessor to determine land values and submit them to the Property Tax Assessment Board of Appeals.  

A copy of the 2022 Land Order is available for review in the Assessor's office.  

Marriage Licenses

Where to Apply

Indiana residents must obtain a marriage license in the county in which at least one of them resides.  Out of State residents must obtain a marriage license in the county in which the marriage will be performed.  Marriage licenses are by appointment only, Monday through Friday between the hours of 8:00 am and 3:00 pm.  Please call 219-866-5297 to schedule your appointment.  We are located on the 1st floor of the Jasper County Courthouse in the Microfilm Department.  Please note that you must first go online at:  https://courts.in.gov/marriage to start your marriage license before coming to the Courthouse.

** PLEASE NOTE THAT THE JASPER COUNTY CLERK IS NOT PERFORMING MARRIAGES AT THIS TIME **

Age Requirements

Applicants must be 18 years of age or older. Applicants age 16 and 17 must have a court order.

Blood Test

It is no longer necessary for the women to provide proof of immunity to rubella.

Fees

If at least one of the applicants is a resident of Jasper County, the fee is $29.00 cash or money order at the time of application. If both applicants are Non-residents of Indiana, the fee is $69.00 cash or money order at the time of application.

Identification

Applicants must show a valid drivers license. If the applicant is not a licensed driver, a state-issued identification card, original birth certificate, military I.D. or passport may be accepted. 

Not-For-Profit Exemptions

Indiana Code 6-1.1-10-16 describes the use and/or purpose necessary to become tax exempt.  Organizations such as charitable, educational, literary, scientific, or religious may be eligible for tax exemption.  An exemption must be timely filed or it will be deemed waived. Exemptions must be filed on or before April 1 with the County Assessor.

To apply: Form 136 - Application for Property Tax Exemption must be filed along with copies of:

  • By-laws
  • Articles of Incorporation
  • Financial Statements for the previous three (3) years*
    • Balance sheets
    • Summary of income and expenditures
  • Exemption letter and other relevant documents from the IRS.
  • Property Record Card (this document my be obtained from the County Assessor)

The Property Tax Assessment Board of Appeals (PTABOA) considers the application and issues a determination of approval, partial approval, or denial. The petitioner will be sent a notice of the final determination of the board. A denial can be appealed to the Indiana Board of Tax Review within thirty days of the denial notice.

Entities which are granted an exemption under IC 6-1.1-10-16 for property which is owned, occupied, and used by a person for educational, literary, scientific, religious, or charitable purposes, need not refile for an exemption unless the use, property characteristics or ownership changes.

Personal Property

Unlike Real Estate assessments, Personal Property is a self-assessment system. The taxpayer is responsible for reporting all tangible personal property that is used in their trade or business, used for the production of income, or held as an investment that should be or is subject to depreciation for federal income tax purposes.

  • Anyone who owns, controls or possesses personal property, with a tax situs within the state, must file a return
  • The assessment date for Personal Property is January 1st and the filing is due May 15th each year.
  • Amended returns are allowed within one year from the date of original return or May 15th. Only timely filed original returns can be amended. IC 6-1.1-3-7.5

Under $80,000 Business Personal Property Exemption

Statute requires a taxpayer that meets the requirements for this exemption to file an annual personal property return signed under penalties of perjury stating that the taxpayer’s business personal property in the county is exempt from taxation for the applicable assessment date. In addition, please note that the exemption is automatic regardless of whether the taxpayer files the required return, however, per statute the taxpayer will be subject to penalties for failure to file if the return is not received by May 15.

Attention Taxpayers

Recent changes in Indiana law now require taxpayers who file a Business Tangible Personal Property Return (103 Long, 103 Short, or 102 Farm) to complete the entire form.  All returns should also include a completed Form 104.  The following are regularly absent from filed business personal property returns:

  • Principal Business Codes (see link to NAICS Business Activity Codes below)
  • FEDERAL ID NUMBERS/SOCIAL SECURITY NUMBERS
  • Taxpayer must sign both forms.
  • Incomplete returns may result in fines pursuant to Indiana law IC 6-1.1- 37-7(d).

*All Form 102's and 103's need to be coded with whichever code best describes the business that the forms are being submitted for.
